The Uttar Pradesh government has begun recovering funds from beneficiaries of the Pradhan Mantri Awas Yojana (PMAY) who accepted financial aid but failed to construct their homes. In Prayagraj alone, nearly 2,000 beneficiaries have been served legal notices for failing to meet the housing scheme’s construction requirements.
Full Refund if No ConstructionIf you are among those who received ₹1.2 lakh (₹1.3 lakh in hilly areas) under the PMAY-Gramin scheme but haven’t built a house, you could be liable to repay the entire amount. Authorities have already begun issuing recovery certificates (RCs) to defaulters who misused or failed to use the funds within the stipulated timeline.
According to Prayagraj district officials, 1,507 rural and 504 urban PMAY beneficiaries either left the project incomplete or didn’t even begin construction. Notably, 470 urban beneficiaries were granted funds nearly 6 years ago, yet their homes remain unbuilt.
No Foundation, No ProgressAmong the 470 urban defaulters, 400 haven’t even laid a foundation, while the remaining 100 have half-constructed homes. Areas such as Jhalwa, Dhoomanganj, Salori, Baghera, Rajapur, Kareli, and Rajrooppur reported the highest number of defaulters.
In the rural sector, towns like Sirsa, Bharatganj, Koraon, Shankargarh, Handia, Phulpur, Moyamma, and Lal Gopalganj have also seen large numbers of incomplete or unstarted homes despite fund disbursement.
DUDA and Tehsils to Enforce RecoveriesThe District Urban Development Agency (DUDA) is preparing to submit formal reports to tehsils for issuing recovery certificates. Similar action is underway for rural beneficiaries as well.
Chief Development Officer Harshika Singh emphasized that the financial aid provided under PMAY must be strictly used for house construction. Beneficiaries who ignored three consecutive notices and still failed to build homes will now face monetary recovery proceedings.
Under PMAY-Gramin, once the first installment is credited, the beneficiary must complete the house within 12 months. In case of delays, the recipient must provide an explanation to the administration.
The construction process is divided into 7 key stages, which must be completed on time:

2. | Foundation laying |
3. | Plinth completion |
4. | Windowsill construction |
5. | Lintel casting |
6. | Roof casting |
7. | Final finishing |
Funds under PMAY are disbursed in three installments:
First installment is released upon approval of the application.
Second installment is transferred after foundation or plinth work.
Third installment is released at the windowsill, lintel, or roof-casting stage.
Officials have made it clear: failure to construct a house despite receiving PMAY funds will now lead to full-scale recovery. Authorities are committed to ensuring that public money is not misused. If you're on the defaulter list, it's time to act — either complete the construction or prepare to return the money.
