MoSPI discusses preparing Index of Service Production from Services Sector Survey

The statistics ministry discussed preparation of the Index of Service Production from the annual survey of services sector enterprises (ASSSE) on Wednesday.

The services index will be similar to the Index of Industrial Production (IIP), which tracks industrial activity in India.

A brainstorming session on the ASSSE was organised by the ministry of statistics and programme implementation (MoSPI). It was chaired by Dr Saurabh Garg, secretary, MoSPI, and attended by Dr Rakesh Mohan, member, EAC-PM; Dr Ram Singh, director, Delhi School of Economics; Dr Umakant Dash, vice-chancellor, Gokhale Institute of Politics and Economics, among others.

“A comprehensive overview of the ASSSE including its objectives, sectoral coverage, proposed sampling frame, major findings from the recently conducted Pilot Study and utility of ASSSE data in preparing Index of Service Production were presented in the technical session,” the ministry said in a statement.

The secretary highlighted the crucial role of the services sector in economic indicators like value addition, foreign direct investment, exports, and employment.

Singh commended the ministry for using Goods and Service Tax Network (GSTN) data for the ASSSE.

Around 100 participants attended, including representatives from the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Micro, Small and Medium Enterprises (MSME), Department of Economic Affairs (DEA), NITI Aayog, Reserve Bank of India, World Bank, Experts of Technical Advisory Group (TAG), academic and research institutions, industry associations and trade bodies.

Thomas Danielewitz, senior economist at the World Bank, stressed the need for a comprehensive Business Register (BR) to serve as a robust sampling frame for surveys like the Annual Survey of Industries (ASI) and the ASSSE.

The session also featured an overview of international best practices in similar surveys conducted globally.

The government will soon launch a Statistical Business Register (SBR) containing district and state-level data on operating businesses, which will also be used to prepare business outlook/sentiment surveys, ET reported earlier.
